WABA, Business Manager, Page, app: what owns what
Meta's messaging products sit in a hierarchy: a Business Manager owns a WhatsApp Business Account, which holds your phone numbers and templates; an app gets permission to use them. Get the ownership wrong at the top and everything below it belongs to somebody else.
The five objects
| Object | Holds | Notes |
|---|---|---|
| Business Manager | Everything else | One per company. This is the thing to own. |
| WhatsApp Business Account (WABA) | Phone numbers, templates | You can have more than one |
| Phone number | Its own display name, quality rating and limit | Cannot be on the WhatsApp app at the same time |
| Facebook Page | Messenger and Instagram messaging | Required for the WABA, and for Page DMs |
| App | Tokens and permissions | What your software authenticates as |
The ownership mistake
An agency or developer sets everything up inside their Business Manager, because it is faster, and grants you access. It works perfectly until the relationship ends. Then the number, the templates and the quality history are assets in somebody else's account, and the routes to recover them are slow, manual and dependent on their cooperation.
Create your own Business Manager, verify your own business, and add the agency as a partner. It costs an hour at the start. The alternative costs a number your customers have saved.
Roles, and who should have them
- Business Manager admin. Two people, both employees, both with two-factor on. Never one - a single admin who leaves or loses their phone is a locked account.
- Asset-level access. Everybody else gets access to the specific WABA or Page they need, not to the Business Manager.
- System user for software. Tokens issued to a system user survive people leaving. A token tied to an individual dies with their access, and that is a genuinely common cause of Instagram and Messenger going silent - see the Page connection.
A checklist before you build anything
- Business Manager created in the company's name.
- Business verification submitted, with documents that agree with each other.
- At least two admins, both with two-factor.
- A system user created for the integration.
- The agency added as a partner, not as the owner.
Questions people actually ask
What is a WABA?
A WhatsApp Business Account: the container that holds your phone numbers and templates. It lives inside a Meta Business Manager, which is the thing that actually owns it.
Should my agency own my Business Manager?
No. Create your own and grant the agency access to it. An asset owned by somebody else's Business Manager is an asset you can lose in a disagreement.
